The Martinsburg-Berkeley County Parks & Recreation Board was established in April 1970 as a chartered governmental organization. It is unique in the State of West Virginia in that it is the only such agency comprised of three foundation agencies:

  • City of Martinsburg
  • Berkeley County Council
  • Berkeley County Board of Education

The governing board is comprised of nine members, three each appointed by the City, the County, and the Board of Education. These individuals are volunteers who set the policy for recreation and park services in Berkeley County.

THE MISSION of the Martinsburg-Berkeley County Parks & Recreation Board is to provide a sustaining park system that enriches the quality of people’s lives through participation in recreation, open spaces, and natural resources.

THE VISION of the M-BCP&R is to be a leader in enhancing and preserving our high quality and accessible parks, modern recreation and wellness facilities, and healthy programs and services for everyone.

The Martinsburg-Berkeley County Parks & Recreation Board now has seventeen full-time staff members and a part-time and seasonal staff of over 200.

Approximately 30,000 children participate each year in over 30 different instructional programs, summer camps, and leagues sponsored by Parks & Recreation.

Other services include pavilion rentals, Poor House Farm barn rental, pools for public swimming and private parties, mini-golf, and multiple parks for recreation and play.
